About the Legal Department

The Legal Department – A User’s Guide

ALM's Legal Department assists and provides information to municipal governments, officials, and employees.  Please remember that advice from the League should not be considered as a substitute for consulting with the local municipal attorney. Some of the services that the Legal Department provides are:

  • Ordinance requests. The League maintains a file of ordinances that have been adopted by other municipalities.  When your municipality is considering passing a specific ordinance, the Legal Department can research its files and provide you with any comparable ordinances on that topic from other cities and towns.
  • Amicus Briefs. In litigation in which a member of the Alabama League of Municipalities becomes involved and has gone beyond the trial level, at the request of the municipal member, the Legal Department will file an amicus brief to the appropriate appellate court on the member's behalf provided the litigation involves a matter of statewide concern and the filing of the amicus brief is approved by the League's Executive Staff and its Board of Directors.
  • Legal Updates. Each month, the Legal Department reviews the most recent case law and Opinions from the Attorney General and the Ethics Commission developed concerning issues of concern to Alabama municipalities.
  • Legal Articles. Each month, the Legal Department publishes an article in the League's monthly magazine, The Alabama Municipal Journal. This monthly column examines specific issues of concern to municipal officers and attorneys. It is not meant to provide legal advice and is not a substitute for consulting with your municipal attorney.  It does, however, help municipal officials and attorneys better understand the law in Alabama on the reported topics.
  • Opinions. League attorneys will attempt to answer legal inquiries presented by League members, either by phone, fax, mail, e-mail or in person.  Please remember, though, that in order to obtain a written response, we must have a written request from you first.
  • Other Legal Information. The Legal Department will provide its members with all the legal information that it possibly can. The Legal Department can mail, e-mail or fax copies of cases, statutes, ordinances, or other information that it may have on file on a particular topic.

In addition to the League Executive Director, Perry Roquemore, who is an attorney, the Alabama League of Municipalities employs three full-time attorneys to assist its members with their legal inquiries.  The department is supervised by League Deputy Director/General Counsel Ken Smith.  The other attorneys are Lori Lein, Deputy General Counsel and Tracy Roberts, Assistant General Counsel. 
Assisting the legal staff is  Sharon Carr, Legal/Administrative Assistant.
