The Municipal Leadership Institute will provide you with the training you need to solve and plan for problems that impact you & your municipality before they arise. Presentations by area experts will be given on timely issues that confront today’s local elected officials. Exhibits will open at 10:30 a.m. on October 4. This unique showcase will offer an excellent opportunity for vendors & municipal officials to meet. Plan to connect with exhibitors and discover valuable tools for solutions to problems as well as innovative ideas for future planning.

Topics Include: Community Engagement and Community Engagement Roundtable Discussions, Youth Councils and Your Municipality, The Public Purpose Doctrine, Grant Writing, Public Records (Core Elective– 0.5 credit hour) and Electronic Records Retention

This Institute has been approved for six (6) Basic, Advanced or Emeritus hours in the Certified Municipal Official Program. 0.5 ofthe 6 approved hours meet core curriculum requirements. If you have already taken the core courses that will be offered at theInstitute, duplicate core hours will not be awarded. Any municipal official or municipal personnel may register for the Institute, butonly elected officials will be awarded credit hours in the CMO Program.

The League’s CMO graduation ceremony for those who have earned their Basic, Advanced, and Emeritus CMO designations will also be held during the Leadership Institute. For those attending both the Institute and the CMO graduation, registration and payment are required.

Table-top Exhibit - The Institute offers exhibiting on Thursday, October 4th beginning at 10:30 a.m. and concludes with the League’s reception at 5:30 – 6:30 p.m.  Break service, lunch and reception will be held in the exhibit area to maximize your exposure to attendees.  Sponsorship - Your Company is promoted with special event signage, recognition on printed conference materials and the opportunity to provide a pre-approved promotional item in registration bags.

NOTE:  ALM requires a certificate of general liability file on file for each exhibitor.  This can be a “proof only” copy and does not require ALM listed as an additional insured.  This should be uploaded during the registration process.

CMO Program WebinarsCMO-Logo-Column

The League has expanded the Certified Municipal Official Training Program to include LIVE webinar training and ANYTIME training. For mayors and councilmembers, webinar training and successful completion of a test on material presented will meet credit hours in the Basic, Advanced or Emeritus programs. Need core curriculum hours? Watch for core curriculum training offered by webinars. You can ask questions live during the training or submit questions by email to our legal staff following a live or anytime training. Our in-person League events are valuable and we’ll always offer them, but online and anytime training will have a place too. We think you will find the addition of webinars a helpful resource to provide training for elected officials and municipal personnel. We hope to “see” you online soon!

How it works:

  • Watch for the online training schedule through ALM’s website, E-newsletter, Alabama Municipal Journal and Blast Emails.
  • Find the registration link in the information received or on the ALM website.
  • Register for the training.
  • Receive an email with the training link and a reminder email at the time of the training.
  • On the day of training, click the link in the email to be connected.
  • Following the webinar, receive a link to the recorded training session for future reference.

Unlike state government, municipalities do not benefit from the doctrine of Sovereign Immunity – a doctrine based on the idea that the King (government) can do no wrong. Instead, municipalities have rather limited immunities and monetary recovery caps available to them and their officers and employees when sued in tort. This webinar provides a general overview of municipal liability.

Webinar - Conflicting Offices and Interest

Problems with the legal incompatibility of offices and conflicts of interest are troublesome subjects which nag municipal officials and  public employees throughout their respective terms. This webinar  will provide a summary of constitutional and statutory provisions dealing with the compatibility of offices and conflicts of interest together with a collection of related opinions from the Attorney General and the courts.

Regardless of the reason for conducting a public hearing, municipal officials can rest assured that the people who attend and speak at a public hearing will not all sing from the same hymnal. Disagreements are to be expected. It can be difficult for municipalities to balance the rights of the public to voice their opinions and concerns with the need to conduct an orderly, efficient and fair hearing. This webinar will address some of the best practices for finding this balance.

CMO DVD Courses

The League has made several of its most popular CMO training courses available on DVD. These courses are a valuable resource for municipalities to provide training for municipal personnel who did not attend the live training. Mayors and councilmembers who did not attend the live training can order select DVDs and earn credit hours in the CMO Program. Note: Read description to see if the DVD selected offers credit hours. Successful completion of a test on material presented is required to earn credit hours.
