Carrie Banks

Originally from rural, southeastern North Carolina, Carrie received her BA in Journalism from East Carolina University and her MA in Public Relations and Advertising from The University of Alabama. Since 1997 she has served as the Communications Director for the Alabama League of Municipalities where she oversees the communications/marketing and strategic planning efforts for ALM and its affiliated organizations and works closely with ALM's Director of Advocacy and Public Affairs to develop messaging and advocacy strategies. Prior to joining the League's staff, she worked for the Alabama Education Retirees Association. 

Carrie has taught Fundamentals of Speech as an adjunct instructor for Troy University, Montgomery; has been a contributing writer for a regional magazine; and is a 2017 graduate of the Delta Leadership Institute’s Executive Academy, which trains leaders from diverse backgrounds, sectors and industries across eight states to improve the economic competitiveness and social viability of the Mississippi River Delta and Alabama Black Belt. In addition, she serves as a board officer for the Alabama Communities of Excellence (ACE), is a board member for the David Mathews Center for Civic Life as well as DesignAlabama and serves on the Advisory Committee of the Alabama Bicentennial Commission (Alabama200). She is a past board member for the Alabama Council of Association Executives (ACAE) and the Montgomery Chapter of the Public Relations Council of Alabama (PRCA).

She enjoys working in her yard, screened porch sitting (usually with a book) and quality time with her critters -- all rescues. She and her husband, Craig, are master-level scuba divers, outdoor enthusiasts and occasional DIY home-improvement adventurists.

Karl Franklin

A Montgomery native, Karl Franklin joined the Alabama League of Municipalities in the summer of 2010 as the Graphic Designer for the League's Communications Department. In that role, he is responsible for designing print publications, multi-media products and promotional materials for the League. He is also responsible for the daily maintenance and content updates to ALM's website as well as assisting with all communications-related activities including public relations, marketing and publication development. Karl received his BFA in Visual Communications from Auburn University in 1994 and has worked as a graphic designer, product designer and illustrator. He has designed and illustrated a variety of items including book covers, t-shirts, children's books, coloring books, posters, bookends, figurines, and even tattoos (none for himself!). 

Karl and his family have a dog and 3 tenacious fish. 

Kayla E. Bass

Public Affairs Associate

Kayla was born in New Brockton, Alabama. She received her Associate of Arts degree at Enterprise State Community College in 2011 and her B.S. degree in journalism from Faulkner University in 2013. Prior to joining the Alabama League of Municipalities, Kayla served as the Communications Specialist to Governor Robert Bentley, Press Secretary to Alabama’s Secretary of State John Merrill and Communications Director for VOICES for Alabama’s Children.

As the Public Affairs Associate for the Alabama League of Municipalities, Kayla works directly with the Deputy Director and Communications Director to promote League legislative positions through the development and implementation of grassroots campaigns and specific advocacy strategies as well as year-round communications efforts by the League. In addition, Kayla provides direct lobbying support when the Legislature is in session and manages ALM’s policy committee process. She also works closely with the Communications Director to disseminate critical information to ALM members throughout the year.

In her spare time Kayla enjoys traveling, reading and serving on the junior board for the Montgomery Museum of Fine Arts. She is an active member of Church of the Highlands.
