Born in Waxahachie, Texas, Steve grew up in Montgomery, received his BS degree in Business Administration from Auburn University and is a Certified Public Accountant. Since 1991, Steve has served as the League's Finance Director. Prior to joining the League's staff in 1991, he was a partner in a Montgomery accounting firm. Steve is a United Way volunteer, has served as a Foster Parent with AGAPE and is a former board member for the Family Sunshine Center. His professional affiliations include the Montgomery Chapter of the Society of Certified Public Accounts, where he has served as Vice President; and the Alabama Society of Certified Public Accountants, where he has served as Treasurer, Vice President and Chair of Council. Steve and his wife, Loretta, have three children and seven grandchildren and enjoy spending time with family.

Barry Crabb

Deputy Finance Director

Barry Crabbjoined the League as its Deputy Finance Director in January 2020. Barry has more than 30 years of experience in his field. He is a licensed Certified Public Accountant and holds a Bachelor of Science Degree from the University of Alabama. He began his career in 1983 with Ernst & Young, an international public accounting firm. He then worked for Weil Brothers Cotton where he served as Vice President and Chief Financial Officer. Prior to joining the League staff, Barry served as the Finance Director for the City of Montgomery where he spent six years providing management, control and administration of all fiscal operations of the City, including development of long-range financial planning. In his spare time, Barry has served as a board member and past treasurer for the Boys & Girls Clubs of the River Region. He is married to the former Marie Rene` (Rennie) Jordan. They have a son, Brent, a daughter, Jordan, and two grandchildren. Barry enjoys golf, running and reading.

Richard Buttenshaw

Richard Buttenshaw is the Operations Manager for the Municipal Workers Compensation Fund (MWCF) as well as the President for the League's Municipal Intercept Services (MIS) program, which was launched in late 2015 and provides a significant, value-added service to League members by allowing local governments to recover a portion of the outstanding debts they previously deemed lost. Prior to becoming MWCF Operations Manager in July 2016, Richard served as the Assistant Operations Manager for 18 months following 11 years of service in AMIC/MWCF's Loss Control Division as the South Alabama Loss Control Representative. He earned his Associate in Risk Management for Public Entities (ARM-P) in 2005 and was subsequently honored with an ARM-P Award for Academic Excellence in 2007. He also received his Certified Insurance Counselor (CIC) designation through The National Alliance in 2007. In 2010, he graduated 2nd in the Basic Claims Adjuster course offered through the Southern Farm Bureau Tech in Jackson, Mississippi, and in 2013, Richard achieved the prestigious Certified Safety Professional (CSP) designation from the Board of Certified Safety Professionals, a nationally accredited non-profit corporation that establishes standards for and verifies minimum competency in professional safety practice. Richard also took the lead for several important advancements in the Loss Control Division, including a dedicated Loss Control website (, a specialized, internal app used by each Loss Control Representative in their site report process and an innovative, online professional development/training program via LocalGovU with courses on a variety of risk management and safety topics. 

Originally from England, Richard earned a B.S. in Computer Science from Kingston University in England and was employed by Logica UK, Ltd in London as an Analyst Programmer where he worked with various governmental agencies. He also spent eight years working throughout the United States and the Caribbean in the scuba diving industry. He and his wife, Amanda, reside in Montgomery.

Melissa Chapman

Accounting Manager

Born and raised in Selma, Melissa received a B.S. degree in Business Administration from Faulkner University in Montgomery in 1998. She worked in the banking industry for 15 years before staying home with her son a couple of years while working part-time for the League. In September 2012, Melissa joined the League full-time as the Accounting/Member Services Assistant where she provided support for the Member Services and Finance departments. In November 2016 she moved into a new position with the Finance Department to become the League’s Accounting Coordinator and was promoted to Accounting Manager in May 2018..

She and her husband, Aaron, have one son, Tolan. They live in Millbrook and are active members of Coosada Baptist Church. As a family, they enjoy watching Alabama football, spending time with family and, of course, watching Tolan play sports.

Rachel Wagner

Finance/MIS Assistant

Born and raised in Montgomery, Rachel received a B.S. degree in Elementary and Special Education from Auburn University in Montgomery in 1995. She joined the League staff in 1993 where she presently serves as the League's Finance Department Assistant and MIS Assistant. She also manages the MWCF/AMIC safety video library. Rachel, her husband, Torrey, and their two daughters, Avery and Abbey, live in Millbrook and are active members of Vaughn Park Church of Christ.
