Todd McCarley has been a Loss Control Representative for AMIC and MWCF members since December 2003. Prior to joining the Loss Control Division, he worked with the Prattville Fire Department for 17 years where he earned the rank of Lt. Supervisor. His numerous certifications include: fire inspector, arson investigator, hazardous material technician, confined space rescue, rapid deployment search and rescue and personal watercraft rescue. He also served as an instructor for the Alabama State Fire College.

Todd and his wife Sonya, who is a Clerk for the Loss Control Division, have two grown children, Abby and Clint. As a family, they enjoy camping, boating and spending time together. They are active members at Shoal Creek Baptist Church.

Will joined the League's Loss Control team in 2008 and is responsible for providing loss control services to a 19-county territory in the central and western regions of the state. Prior to joining the Loss Control Department, Will served 11 years with the Prattville Fire Department where he earned the rank of Sergeant, several citation awards and numerous certifications. In addition, Will is a state certified Paramedic. Since joining the League's staff, he has earned an Associate in Risk Management designation with an emphasis on Public Entities. Will and his wife, Dawn, are members of Hunter Hills Church of Christ and live in Prattville. They have three precious children - Cody, Abby and Ben.  


Aaron Reeves

Originally from Sulligent, Alabama, Aaron currently resides in Prattville with his wife, Chelsea. He graduated from Auburn University in 2010 with a bachelor's degree in Biosystems Engineering. Prior to joining AMIC/MWCF in January 2014 as a Loss Control Representative, he served as an environmental engineer for the Aviation Center Logistics Command at Ft. Rucker, Alabama, and as an environmental, health and safety engineering consultant based in Gainesville, Florida. 


Stephanie Southerland

Prior to joining the Loss Control Division in December 2014, Stephanie served for three years as an appointee by Governor Robert Bentley as a Community Liaison Officer within the Long Term Community Recovery section of ADECA where she aided in the recovery efforts of communities affected by the April 2011 tornadoes. The previous 12 years, Stephanie worked for the City of Prattville as a Human Resources Administrator, Assistant City Clerk and City Clerk. She earned her Certified Public Manager certification in 1994 and her Certified Municipal Clerk designation in 2009.

Stephanie was raised in Prattville. She and her husband, Jimmy, are active members of the Eclectic United Methodist Church and have three adult sons. They also have three precious grandsons.


Roger Owens

Roger Owens, Police Safety Consultant, retired as Deputy Chief of Police from the Montgomery Police Department after more than 24 years of service. After serving one year as the Alabama State Capitol Police Administrator, he joined the Loss Control Division in August 1993. As a Public Safety Consultant, Roger is responsible for traveling to 333 member police departments with liability or workers compensation insurance in an effort to reduce municipal liability and employee injuries. He has also served on the Education Committee for the Alabama Chiefs of Police Association since 2000.

Terry Sanders joined the Loss Control Division in December 2012 as a Police Safety Consultant and is responsible for traveling to member police departments throughout the state in an effort to reduce municipal liability and employee injuries. Terry has a BS Degree in Criminal Justice and Police Administration from Columbia Southern University. He graduated from the Alabama State Police Academy in Selma, Alabama, in 1981 and from the F.B.I. National Academy in Quantico, Virginia, in 1990. Terry was certified through Auburn University Center for Governmental Studies as a Public Personnel Administrator in 1993 and has also been certified through the Alabama Certified Law Enforcement Executive Program as a Chief of Police. He served as Chief of Police for Valley and then Bay Minette, Alabama, and as the Assistant Chief of Police for the Fairhope Alabama Police Department. From 2005 to 2007, he was a Criminal Justice Instructor at Remington College at the Mobile campus. Terry is a Veteran of the United States Air Force and has served on a number of Boards including Goodwill, Greater Valley Boy Scouts of America, the North Baldwin Literacy Council and North Baldwin Chamber of Commerce. He is an active member of Bay Minette First Baptist Church.


Louis Zook

Louis Zook joined the Loss Control Division in October 2018 as the SkidCar Coordinator and is responsible for travelling throughout the state training police officers and other municipal employees through the popular proactive driver training program. Louis retired in 2018 after 37 years in law enforcement, including service as Chief of Staff for the Alabama Peace Officers’ Standards & Training Commission (APOSTC), Law Enforcement Coordinator for the Alabama Attorney General’s Office and nearly 17 years as the Chief of Police in Sylacauga, Alabama. He attended Gadsden State Community College, the University of Virginia and Jacksonville State University, and is a graduate of the Alabama Police Academy and the FBI National Academy. He is recognized as a Certified Police Chief by the Alabama Association of Chiefs of Police (AACOP) and a Certified Law Enforcement Executive by the Alabama Peace Officer’s Standards and Training Commission. Louis is a life member of the AACOP where he served in several elected positions including President in 2007. In addition, he is a life member of the International Association of Chiefs of Police (IACP), a member of the FBI-National Academy Associates and serves on various other law enforcement and community boards and committees.  


Donna Wagner

Donna was born in Eufaula, Alabama, and received her degree in Business Administration at James H. Faulkner State Junior College in Bay Minette. She joined the Loss Control Division in 2001 as a Loss Control Assistant and became the Loss Control Coordinator in 2008. Prior to working with Loss Control, she worked at the Alabama State Trooper Association for six years. Donna and her husband, Scott, have three children and two grandchildren. They are members of Coosa Baptist Church. Donna enjoys reading and relaxing at the beach.

Sonya joined the Loss Control staff in June 2003 as a Loss Control Clerk. Prior to joining the Loss Control Division, she worked as a secretary at Victory Baptist School and scoped for a court reporter at home. Sonya and her husband Todd, who also works for the Loss Control Division as a Loss Control Representative and Fire Safety Consultant, have two grown children, Abby and Clint. As a family, they enjoy camping, boating and spending time together. They are active members at Shoal Creek Baptist Church.


Chuck Burns

Chuck Burns, FATS Coordinator for the Loss Control Department, retired from the AL Department of Public Safety in 2004 with 28 years of service. Upon retirement, he held the rank of Trooper Captain, serving as Chief Examiner for the Driver License Division. Chuck also spent several years with the Highway Patrol Division and in commercial vehicle enforcement with the Motor Carrier Safety Unit.
